Eligibility
- A publisher must be incorporated in Hong Kong and holds a valid Hong Kong business registration, and its main business is publishing
- An author must be a Hong Kong resident
- 50 books or less can be nominated
Note: No same publication can be nominated individually by the publisher and the author. If duplicate nominations are found, the organiser and/or executive body has the right to decide to place the publication to the publisher or author nominations.
Nomination Requirement
Chinese e-books which are published in Hong Kong and meet the following requirement can be nominated:- With an ISBN
- Language in Traditional Chinese
- The following book categories are prior options in the first phase of nomination:
2. Living & Social Lives: life education, inspirational essays, psychological articles, etc.
3. Medical Healthcare: general medical knowledge, dietary therapy, healthy diet, etc.
4. Finance & Business: finance, economics, investment, wealth management, risk management, marketing, etc.
5. History & Biography: China or Hong Kong history, biographies, etc
All categories of eligible e-books are welcome to participate, but recruitment for other categories will be conducted at a later date, with specific timing yet to be confirmed.
Application Method and Deadline
STEP 1: Sign up as a Publisher on "Publishing 3.0" Web
Access the www.publishing3.hk, sign up as "Publisher" then complete the registration, and join "Publishing 3.0 - Hong Kong Smart e-Book Hub" Scheme.*
Note: Authors can submit their personal contact information by email to: Epub3_info@publishers.com.hk with an email subject "Join HK Smart eBook Hub Scheme".
STEP 2: Nominate e-books to "Publishing 3.0 — Hong Kong Smart e-Book Hub" Scheme
Log in to the "Publishing 3.0" website, follow the guidelines on the website to nominate e-books to "Publishing 3.0 - Hong Kong Smart e-Book Hub". Upload the "Book Info**" and e-book files of the nominated e-book and click "Upload" to complete the process. (Successfully selected e-books will be notified by email)
Deadline: 30 June 2023
* After successfully completing the registration, you can use the "Conversion Platform". Its functions include translating inDD, txt, and doc files from Chinese to English and generating audio files.
** Book Info includes title, author, ISBN, publication date, book cover, author introduction, etc.

Selection Process
Judge panel is composed of representatives from the publishing and educational sectors. All panel members must declare their interests in advance to ensure fair and impartial selection.
E-Books being selected by judge panel can enter "Publishing 3.0 - Hong Kong Smart e-Book Hub". All evaluation results are subject to the final decision of the judge panel and the organiser. The organiser reserves the right to revise nomination rules, and the right to make all final decisions. Participants shall not object to selection results.
Terms and Conditions
The organiser reserves the right to revise or update the "Publishing 3.0 - Hong Kong Smart e-Book Hub" Participation at any time, and the revision or update is subject to change without prior notice.- The organiser has the final decision on this project;
- Participant authorises the organizer, sponsor (including "Create Hong Kong" and/or other departments of the Hong Kong Special Administrative Region Government) and implementer to use the front cover, back cover, copyright page and table of contents of the nominated free of charge for judging and/or promotional purposes;
- Organiser and Executive Body can display the nominating e-books and their Book Info on publishing3.hk or use them in connection with this project;
- The participating publishers or individual promises that all the information provided is true, and guarantees that the nominated e-book will not infringe other people's copyright property rights or violate the laws, and must guarantee that the nominated e-book's main production team,including but not limited to authors, editors, designers and marketing personnel, etc., none of them violated the relevant laws of the Hong Kong Special Administrative Region. For those who violate relevant rules or violate local and other regional laws and regulations (not limited to nominated e-books), the organiser has the right to revoke the participation and/or eligibility of the nominated e-books, and the relevant participants and/or copyright holders must When necessary, compensate the host organisation and/or sponsoring organisation for all losses caused by it; any legal proceedings, disputes or compensation caused by participating in this Scheme or individuals shall be with the organisers, sponsors, implementers and partners is irrelevant;
- Copyright holders of the e-books selected in the "Hong Kong Smart e-Book Bank" are obliged to support and participate in the promotion or publicity activities of the organisers, including but not limited to attending local and overseas book fair promotional activities, and/or forwarding information about "Hong Kong Smart e-book Hub" information.
