This book fundamentally revises the analytical framework of China's modern revolution. The author believes that what shattered the Chinese imperial government model and its philosophical foundation that had lasted for more than two thousand years was not the political revolution centered on Sun Yat-sen and his companions in 1911, but the revolution of thought and system centered on the New Policies of the late Qing government from 1901 to 1910.

The Sino-Japanese War of 1894 was a key turning point in Chinese history. Prior to this, the Qing government had successfully suppressed the Taiping Heavenly Kingdom, the Nian Army, and the Agubai forces, and had achieved some success in the Westernization Movement, establishing the Xiang Army, the Huai Army, and the Beiyang Navy. The humiliating defeat of the Opium War seemed to be a thing of the past, and it was called "revival". However, all of these were defeated by the Japanese's more spirited and pragmatic spirit, more thorough reforms, smarter diplomacy, and more modernized army.
